SB3636 Summary

• Amends the Illinois Power Agency Act to establish energy storage credit targets requiring electric utilities to contract for energy storage credits from contracted energy storage systems: 1,000 MW by end of delivery year 2024, 3,000 MW by 2026, 5,000 MW by 2028, and 7,500 MW by 2030.

• Requires the Illinois Power Agency to develop an energy storage procurement plan within 90 days and conduct competitive solicitations to procure energy storage credits, with all procurements following geographic requirements and prevailing wage standards.

• Directs the Agency to conduct biennial analyses (starting December 31, 2026) to determine if contracted energy storage capacity and duration are sufficient to support the State's renewable energy and carbon emission standards, and to adjust targets as needed.

• Authorizes the Agency to develop and implement a firm energy resource procurement plan for long-duration and multi-day energy storage, ensuring minimum deployment of 2 new resources with rated capacity greater than 20 megawatts by end of delivery year 2026.

• Allows electric utilities to recover costs of purchasing energy storage credits through tariffed charges beginning June 1, 2024, allocated proportionally across retail customers as a separate line item on bills.
