SB3645 Summary

• Every school building occupied or to be occupied must be tested for radon by January 1, 2028 and every 5 years thereafter, with testing rules established by IEMA-OHS.

• All new school buildings must be constructed using radon-resistant techniques in accordance with the American National Standards Institute/American Association of Radon Scientists and Technologists CC-1000 standard or successor standard.

• School districts must hire licensed radon professionals to perform confirmatory measurements if screening tests show radon levels at 4.0 pCi/L or above, and affected buildings must be mitigated within 2 years by licensed professionals.

• Upon mitigation system completion, licensed radon measurement professionals must verify the system performs adequately and brought radon levels below 4.0 pCi/L, with modifications required if levels remain at or above 4.0 pCi/L.

• School districts may use life safety funds for radon testing and mitigation, and home rule units are preempted from regulating school radon issues in ways that diminish protections under this law.
