Removes requirement that anesthesia services in ambulatory surgical treatment centers be under direction of an anesthesiologist with specialized training or residency.

Allows certified registered nurse anesthetists (CRNAs) to seek consultation regarding anesthesia plans based on their expertise and patient needs, rather than requiring physician direction and physical presence.

Establishes full practice authority for CRNAs meeting education requirements (professional practice doctorate or 250+ hours continuing education plus 4,000+ clinical hours after certification).

CRNAs with full practice authority may practice without written collaborative agreements, prescribe Schedule II-V controlled substances, and obtain controlled substance licenses.

Makes conforming changes to Hospital Licensing Act, Medical Practice Act, Nurse Practice Act, Illinois Dental Practice Act, and Podiatric Medical Practice Act to align anesthesia service requirements across all healthcare settings.
