• Amends the Shawneetown Regional Port District Act to allow the Port District to regulate public-owned or municipal-owned property within 7,000 feet of navigable waterways in Shawnee Township, Bowlesville Township, or Village of Old Shawneetown for commerce and economic development purposes.

• Grants the Port District authority superior to local governments to vacate streets, alleys, and easements; vacate local ordinances; issue permits for buildings and structures; and adopt necessary ordinances regarding the regulated property.

• Authorizes the Port District to impose throughput charges on companies for products imported or exported through the Port District from navigable waters at rates set by the Port District.
