Requires local governments to update both lists throughout the entire fiscal year as new personnel and expenditures meet the thresholds.

Mandates publication of compiled lists on the local government's website with at least annual updates, or in a newspaper of general circulation if no website exists.

Prohibits home rule units from compiling or publishing personnel compensation information in a manner inconsistent with this statute and exempts juror compensation from the compensation list requirement.
