IL SB3657

Amends the Sanitary District Act of 1917 to restructure the Northern Moraine Wastewater Reclamation District board of trustees based on municipality population equivalent served by the District, effective on or before December 31, 2024.

Assigns 2 trustee seats to each municipality with 4,000 or more population equivalent and 1 trustee seat to municipalities with 1,000 to 3,999 population equivalent, with additional trustees added or removed as municipal territory changes.

Requires each municipality's board of trustees to appoint trustees representing their municipality to the District board; prohibits District employees and contractors from being appointed.

Terminates current trustee terms on May 5, 2025, with initial trustees appointed under new rules taking office that same date; thereafter trustees serve until resignation or removal by their appointing municipality.

Defines "population equivalent" as 100 gallons of sewage per day and allows board chairs of Lake County and McHenry County to jointly appoint up to one at-large trustee if territory additions result in an even total number of trustees.
