• Establishes penalties for automated violations: red-light ($100 max), speed enforcement ($50-$100 depending on mph over limit), and school bus violations ($150 first offense, $500 subsequent, plus late fees).

• Prohibits state legislators and local officials from accepting employment or compensation from automated traffic system vendors for 2 years after leaving office; requires vendor compensation to be based on equipment value, not citation revenue.
