Establishes Level III Trauma Centers as a new designation category in addition to existing Level I and Level II Trauma Centers, with the Department adopting minimum standards for each level through administrative rules.

Creates Acute Injury Stabilization Centers as a new facility type with basic or comprehensive emergency department capabilities for initial management and transfer of acutely injured patients.

Adds a representative from a pediatric critical care center to the State Emergency Medical Services Advisory Council and adds a burn care medical representative to the State Trauma Advisory Council.

Allows the Governor to appoint a neurosurgeon as an additional optional member (rather than mandatory) to the State Trauma Advisory Council.

Makes conforming changes throughout the Emergency Medical Services Systems Act to reference Level III Trauma Centers and Acute Injury Stabilization Centers in communication, agreement, and oversight requirements.
