Creates the Wetlands and Small Streams Protection Act to restore state-level protections for wetlands and small streams no longer protected under the federal Clean Water Act following the Sackett v. EPA Supreme Court decision.

Establishes a permit system administered by the Illinois Department of Natural Resources requiring individual permits for Class I wetlands and small streams, allowing individual or general permits for Class II resources, and allowing general permits for Class III resources unless the Department determines significant negative impacts.

Requires compensatory mitigation for impacts to wetlands and small streams using ratios ranging from 1:1 to 5:1 depending on resource classification, with preference for on-site mitigation or mitigation banks within the same watershed.

Creates the Wetlands and Small Streams Advisory Committee with 17 voting members representing business, environment, counties, municipalities, and unions to advise the Department on implementation and policy changes.

Establishes the Wetlands and Small Streams Protection Fund to collect civil penalties (up to $10,000 per day of violation) and support wetlands restoration, technical assistance to counties, and administrative costs for program implementation.
