Amends the Public-Private Agreements for the South Suburban Airport Act to allow the Department of Transportation to accept unsolicited bids for the airport in addition to the existing prequalification process.

Authorizes the Department to enter into direct sole source negotiations with private airport development teams for development, financing, building, operating, and maintaining of the South Suburban Airport, notwithstanding other provisions of law.

Amends the Public-Private Partnerships for Transportation Act to include the South Suburban Airport in the definition of "transportation facility" eligible for public-private partnership development.

Clarifies that nothing in the bill restricts the Department's obligations to respond to unsolicited bids under the Public-Private Partnerships for Transportation Act.

Takes effect immediately upon enactment.
