Authorizes the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Quincy, Illinois

Amends the River Edge Redevelopment Zone Act (65 ILCS 115/10-5.3) to add Quincy to the list of cities eligible for pilot zones

River Edge Redevelopment Zones provide economic incentives for redevelopment of areas along rivers and can remain in effect for up to 30 calendar years

Existing pilot River Edge Redevelopment Zones have been established in East St. Louis, Rockford, Aurora, Elgin, Peoria, Joliet, and Kankakee

Municipalities with certified zones must submit a plan within 60 days encouraging participation by minority persons, women, persons with disabilities, and veterans
