Prohibits counties, municipalities, and housing authorities from enacting programs, ordinances, or regulations that penalize tenants, landlords, guests, or others for contact with law enforcement agencies or emergency services.

Bans policies requiring or encouraging landlords to evict tenants based on law enforcement contact, criminal convictions, or alleged unlawful conduct, including through cooperating agreements with law enforcement.

Prohibits criminal background checks of prospective or current tenants, tenant registries designed to discourage rental housing, and lease addendums that penalize contact with police or emergency services.

Declares any violating program, ordinance, or regulation void and unenforceable; requires repeal within one year of the effective date and allows residents, tenants, landlords, and other aggrieved parties to sue for injunctive and monetary relief plus attorney's fees.

Limits home rule powers of counties and municipalities under the Illinois Constitution by establishing this prohibition as a state limitation on concurrent local exercise of regulatory authority.
