Creates the Renewable Fuels Infrastructure Program, administered by the State Fire Marshal, to provide grants for installing equipment to store and dispense higher ethanol blends (greater than E-10) and biodiesel blends (greater than B-10)

Establishes the Renewable Fuels Infrastructure Fund, funded by quarterly transfers of $3,000,000 from the Underground Storage Tank Fund from July 1, 2024 to June 30, 2026, unless that fund's balance falls to $75,000,000 or below

Limits grant eligibility to retail petroleum marketers, petroleum terminal operators, and related companies; public bodies are excluded from receiving funding

Caps grant awards at $1,000,000 per recipient and $100,000 per site, with applicants required to cover at least 50% of equipment installation costs

Creates a 10-member Renewable Fuels Infrastructure Task Force including representatives from petroleum marketers, corn growers, and soybean growers to review program effectiveness and advise on renewal beyond June 2026
