IL SB3690

Establishes a librarian recruitment and retention program administered by the State Board of Education to encourage librarians to work at qualifying public schools in rural areas or lowest-performing schools.

Provides a $3,000 annual refundable income tax credit to participating librarians for up to 5 consecutive school years, requiring librarians to hold a master's degree in library science and a Professional Educator License.

Limits the program to a maximum of 1,000 participating librarians statewide and no more than 100 participating school districts, with priority given to existing participants and those with greater program seniority.

Requires the State Board of Education to publish lists of qualifying schools and selection criteria by October 1 annually and to select participating districts by December 1, with annual reporting to the Governor and General Assembly beginning in December 2024.

Effective July 1, 2024; new program applications cannot be accepted after December 31, 2034.
