Amends the Expressway Camera Act to specify that funds from the Illinois State Toll Highway Authority may be used for equipment, installation, service, and maintenance of camera systems, telecommunication costs, and camera warranties.

Authorizes three agencies (Illinois State Police, Illinois Department of Transportation, and Illinois State Toll Highway Authority) to conduct a joint camera program on expressways and state highways in 23 specified Illinois counties plus Jean-Baptiste Pointe DuSable Lake Shore Drive in Cook County.

Restricts camera image use to investigations of vehicular hijacking, aggravated vehicular hijacking, terrorism, motor vehicle theft, forcible felonies involving firearms, and expressway hazard detection; prohibits use for petty offenses unless related to expressway safety.

Requires all camera images to be deleted within 120 days unless relevant to an ongoing investigation or pending criminal trial, and prohibits discriminatory monitoring practices.

Mandates a joint annual report by June 30th to the General Assembly detailing installation costs by county, maintenance costs, number of inquiries for specified criminal offenses, and incidents where law enforcement searched stored data.
