• Establishes a nursing student stipend program administered by the Illinois Student Assistance Commission beginning with the 2025-2026 academic year, subject to appropriation.

• Reimburses eligible nursing students for pre-licensure program costs incurred during the previous academic year, including background checks, immunizations, uniforms, clinical equipment, and NCLEX application fees.

• Provides stipends of 5% of program costs plus $50 (part-time students), 7.5% plus $100 (full-time students), or 15% plus $200 (accelerated one-year completion).

• Limits part-time students to 6 semesters or 12 quarters of eligibility and full-time students to 4 semesters or 8 quarters of eligibility for the program.

• Requires higher education institutions with nursing programs to publicize the stipend program on their websites and annually report program costs to the Commission for calculation of reimbursement amounts.
