• Establishes the Municipal Economic Relief and Revenue Task Force to study methods of providing economic relief to financially distressed municipalities and explore new revenue streams for services like police, fire, and sewer.

• Task Force consists of 20 members: 3 appointed by the Governor, 2 each by the Senate President, Senate Minority Leader, House Speaker, and House Minority Leader, 4 public finance experts appointed by the Governor, and 5 elected leaders from East St. Louis, Cairo, North Chicago, Harvey, and Carbondale.

• Task Force must meet at least bimonthly to study relief methods, hold public hearings, solicit expert testimony, and collect relevant data.

• Task Force shall submit annual reports by December 31 and a final report 3 years after the Act's effective date, detailing findings, conclusions, and recommendations.

• Task Force dissolves upon submitting its final report, and the Act is repealed 4 years after its effective date.
