Creates the position of HIV Treatment Innovation Coordinator within the Department of Public Health to be filled within 6 months, compensated at Program Director level, responsible for developing and implementing a Rapid Start model for HIV treatment as standard of care.

Establishes 8 Rapid Start for HIV Treatment pilot sites and requires the Department to publish a report 15 months after launch detailing enrollment numbers, time to treatment initiation, viral load outcomes, and demographic data.

Mandates health insurance plans amended, delivered, issued, or renewed after January 1, 2025 provide coverage for home sexually transmitted infection test kits and laboratory processing costs without deductibles, coinsurance, or copayments.

Creates the Illinois AIDS Drug Assistance Program (Illinois ADAP) requiring applications be processed within 72 hours and establishing conditional approval within 24 hours with attestation of Illinois residency.

Requires the Department of Corrections to include HIV and AIDS information in annual adult correctional facility public inspection reports, documenting compliance with prisoner education and testing protocols.
