Adds new exemption to Freedom of Information Act (FOIA) protecting proposals or bids submitted by engineering consultants in response to requests for proposal or competitive bidding by the Department of Transportation or Illinois Toll Highway Authority from disclosure.

Amends Illinois Procurement Code to exclude from reporting requirement communications providing general information about a firm's products, services, or industry best practices when not directly related to an open procurement matter.

Excludes from procurement communications reporting requirement any communications about proposal deficiencies under the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act.

Authorizes state agencies to communicate with firms not selected in qualifications-based selection process to provide information about proposal deficiencies as part of commitment to fostering greater diversity in contracting.
