Public Act 103-1037: Crime Victims Compensation Act Amendments

• Expands victim eligibility to include individuals injured or killed by law enforcement officer use of force, and adds dating partners of homicide victims for psychological treatment compensation.

• Broadens notification alternatives beyond police reports for certain crimes, including presenting to medical facilities, mental health providers, or obtaining protective orders; creates simplified notification process for law enforcement use of force claims.

• Adds new compensable expenses including headstone/cremation costs (up to $10,000), legal fees for guardianship or protective orders (up to $3,500), loss of earnings for caregivers of injured victims, and transportation costs from home to medical facilities.

• Allows Attorney General to subpoena law enforcement reports from non-compliant agencies and permits applicants to provide their own copies to proceed with claims; exempts crowdfunding resources from collateral source deductions.

• Modifies law enforcement juvenile record disclosure to allow Attorney General access for crime victim compensation purposes while maintaining confidentiality protections.
