Delays the implementation date for dental plan carriers to accept electronic claims and eligibility transactions from January 1, 2025 to January 1, 2027.

Establishes eight exemptions from electronic claims submission requirements for dental care providers, including those with 4 or fewer employees, those who graduated from dental school in 1985 or before, and those experiencing financial or medical hardships; exempted providers must file a form with the Department of Insurance by January 1, 2027.

Requires each dental plan carrier to establish a HIPAA-compliant portal providing real-time benefit eligibility information, covered services, deductibles, co-insurance amounts, frequency limits, and a comprehensive list of covered American Dental Association codes.

Mandates dental plan carriers provide a free electronic portal for claims submission, accept electronic attachments with initial claims, and provide remittance advice with payment that includes patient name, date of service, service code, amount paid, and claim number.

Allows dental care providers to request alternative forms of payment from dental plan carriers without additional fees or charges, and clarifies that providers are not required to accept only electronic payment.
