Changes the Public University Uniform Admission Pilot Program Act to the Public University Direct Admission Program Act and repeals the pilot program provisions on December 31, 2025

Requires the Board of Higher Education, in collaboration with community college and education boards, to establish a direct admission program beginning with the 2025-2026 academic year that automatically offers admission to qualified high school seniors and community college transfer students

Public universities must offer admission to high school seniors meeting coursework standards and to community college transfer students who have completed 37 hours of Illinois Articulation Initiative general education coursework, maintain a 3.0 GPA, and satisfy English language proficiency requirements

Directs the program to evaluate impacts on low-income students, students of color, first-generation college students, underserved populations, and rural students, and to provide admitted students with financial aid information and resources

Requires the Board of Higher Education to submit annual reports beginning February 1, 2026 containing demographic data, enrollment information, and recommendations for program improvement
