Prohibits cooperative agents and cooperative purchase groups from receiving cash or anything of value from retail licensees, distributors, or manufacturers as part of cooperative purchasing agreements.

Bars cooperative agents and cooperative purchase groups from having direct or indirect ownership interests in businesses providing marketing services on behalf of manufacturers, distributors, or importers.

Requires cooperative agents and cooperative purchase groups to make books and records available to the Illinois Liquor Control Commission and local liquor commissions for investigation and oversight purposes.

Modifies surety bond requirements for cooperative purchase groups to require bonds in favor of each distributor they conduct business with, with claims resolution procedures for delinquent members including a 5-business-day dispute period.
