SB3745 Summary

• Beginning fiscal year 2025, prohibits Road Fund appropriations to the Illinois State Police except for money to implement the Motor Carrier Safety Assistance Program, limited to the annual federal allocation plus 25%.

• Transfers administration of the Illinois Hazardous Materials Transportation Act from the Department of Transportation to the Illinois State Police.

• Transfers administration of the Illinois Motor Carrier Safety Law from joint Department of Transportation and Illinois State Police oversight to the Illinois State Police alone.

• Establishes personnel transfer provisions ensuring affected employees' rights, status, and benefits under the Personnel Code, Illinois Public Labor Relations Act, and collective bargaining agreements are preserved.

• Takes effect July 1, 2024.
