SB3746 - Ultrasound Opportunity Act

• Requires abortion facilities to offer women seeking abortion after 8 weeks of gestation an opportunity to receive and view an active ultrasound of the unborn child before any abortion procedure or anesthesia is administered.

• Ultrasound must be performed by a qualified person at the abortion facility or at a local provider listed by the facility, with the ultrasound image meeting standard medical practice quality standards.

• Requires facilities to document the woman's response to the ultrasound offer in writing, including the date, time, and her signature confirming acceptance or decline of the offer.

• Medical emergency exception allows physicians to forego ultrasound requirements when, in their good faith clinical judgment, immediate abortion is necessary to avert death or prevent serious risk of substantial and irreversible bodily harm.

• Takes effect immediately upon enactment.
