SB3747 - Secure Telecommunications Act of 2024

• Prohibits all critical telecommunications infrastructure in Illinois from using equipment manufactured by federally banned corporations or equipment banned at the federal level, including those on the FCC's Covered List.

• Prohibits critical telecommunications infrastructure from including equipment manufactured in, by, or with critical components from foreign adversaries (China, Russia, Iran, North Korea, Cuba, Venezuela, Syria) or their state-owned enterprises and domiciled companies.

• Requires all telecommunications providers operating in Illinois to register with the Illinois Commerce Commission by September 1, 2024, and annually thereafter, paying a registration fee not to exceed $50.

• Imposes civil penalties of $10,000 to $100,000 per day of noncompliance for violating prohibitions or knowingly submitting false registration forms.

• Bars noncompliant providers from receiving state or local funds (including Illinois Telecommunications Universal Service Fund) and federal funds distributed by state or local governments for telecommunications infrastructure development.

• Effective July 1, 2024.
