Requires municipal or county written approval before the Department of Commerce and Economic Opportunity can designate a business as a "High Impact Business" if the business intends to establish a new wind power facility or utility-scale solar facility.

Applies the approval requirement only to wind and solar facilities, not to other types of High Impact Business projects such as traditional electric generating facilities, transmission facilities, or coal mining operations.

Modifies the Prevailing Wage Act to reference wind and solar High Impact Businesses designated on or before the effective date of this amendment, rather than specific code sections.

Allows wind and solar High Impact Businesses designated before the amendment's effective date to continue qualifying for prevailing wage requirements as public works.

Takes effect immediately upon enactment.
