Repeals the School Construction Bond Act (30 ILCS 390) entirely.

Amends the Statute on Statutes to remove references to the School Construction Bond Act and directs references to it to be interpreted as references to the General Obligation Bond Act instead.

Modifies the General Obligation Bond Act to continue the School Construction Fund as a special fund in the state treasury, allowing it to receive bond proceeds and be expended as provided by law.

Amends the Prevailing Wage Act to remove specific references to the School Construction Bond Act while maintaining prevailing wage requirements for school construction projects financed under Section 5 of the General Obligation Bond Act.
