Establishes the Language Equity and Access Act to ensure limited English proficient (LEP) persons have equal access to State services and programs without language barriers.

Requires the Governor's Office of New Americans to prepare a Language Needs Assessment Report based on Census data, develop statewide language equity standards, and provide annual compliance reports to the Governor and General Assembly starting December 31, 2026.

Mandates each State agency designate a Language Access Coordinator and submit a language access plan describing how it will provide translation, interpretation, and vital document services to LEP persons based on population size and service frequency.

Requires translation of vital documents when a State agency serves more than 1,000 LEP persons or when LEP persons comprise more than 5% of the served population; for smaller populations, agencies must provide written notice of the right to free oral interpretation.

Directs the Governor's Office of New Americans to resolve language access complaints if State agencies do not resolve them timely, using informal processes including mediation and conciliation.
