Increases wage rates for direct support personnel and frontline staff working in community-based providers serving persons with intellectual/developmental disabilities, effective January 1, 2025, by $3.00 per hour, with at least $1.50 as direct base wage increase and remaining $1.50 flexible for wage increases.

Requires rates for residential non-executive direct care staff (excluding direct support personnel) at community-based providers to align with federal Department of Labor Bureau of Labor Statistics' average wage, effective January 1, 2025.

Applies same $3.00 per hour wage increase and staffing wage requirements to facilities licensed by the Department of Public Health as ID/DD facilities and MC/DD facilities, effective January 1, 2025, subject to federal State Plan Amendment approval.

Authorizes Department of Human Services to adopt emergency rules to implement wage rate changes and allows adjustments to employment-related expenses as defined by rule.

All rate increases are subject to federal approval of relevant Waiver Amendments or State Plan Amendments.
