Only becomes effective if Senate Bill 3666 of the 103rd General Assembly becomes law, and adds Article 25 to the Digital Assets Regulation Act governing digital asset kiosks

Operators of digital asset kiosks cannot accept or dispense more than $1,000 or equivalent monetary value per day from or to a customer

Operators must limit charges to the greater of $5 or 15% of the digital assets involved in a transaction based on market price at the time the customer initiates the transaction

Operators must provide customers with written disclosure in English and any language used in advertising, containing transaction terms including digital asset amounts, charges in US dollars, pricing information, and warnings about irreversibility if applicable, plus a detailed receipt

Operators must report to the Department all physical addresses of their digital asset kiosks in the state and update the list within 30 days of changes; the Department must publish this list and operator contact information on its website

Beginning January 1, 2026, operators must pay $35,000 annual registration fee per kiosk, plus $150 per hour for Department examiners and actual travel costs
