Establishes a pilot grant program under the Department of Commerce and Economic Opportunity to fund housing construction and rehabilitation near REV Illinois Projects, subject to appropriation.

Provides grants of up to 10% of land acquisition costs and 15% of construction, development, predevelopment, or rehabilitation costs for qualified developments.

Defines "qualified development" as projects within 10 miles of a REV Illinois Project with 2 or more single-family homes (detached, duplex, triplex, fourplex, or condominiums) affordable for households earning 80-120% of area median household income.

Requires project sponsors to submit grant applications to the Department in accordance with Department-adopted rules.

Closes program to new applications on December 31, 2028 and repeals the program entirely on January 1, 2031.
