Creates the Progressive Design-Build Pilot Program Act allowing the Capital Development Board to use progressive design-build delivery method for up to 3 public projects commencing before January 1, 2027.

Progressive design-build means procuring both design and construction from a single entity selected through qualifications-based selection at the earliest feasible project stage, with price excluded from evaluation criteria.

Requires two-phase selection process: Phase I evaluates qualifications (experience, financial capability, past performance, minority/women business compliance); Phase II evaluates shortlisted teams (2-6 entities) through presentations and interviews based on technical criteria.

Mandates selection committee of 5-7 members including at least one licensed design professional and 2 public members, with compliance certifications and conflict-of-interest protections.

Requires written determination that progressive design-build is in the State's best interest considering time/cost savings, project suitability, and agency ability to define scope; compliance with disadvantaged business practices and federal requirements; and 6-month reporting on utilization goals achievement.
