Changes the Open Meetings Act to allow public bodies to hold closed sessions to consider (rather than just discuss) minutes of lawfully closed meetings for approval or semi-annual review purposes.

Permits final approval of closed session minutes to occur in closed session, notwithstanding the general prohibition against final action at closed meetings.

Allows public bodies to approve all closed session minutes taken since the last semi-annual review meeting in a single session to satisfy the requirement to approve closed session minutes at a public meeting.

Modifies Section 2(c)(21) to specify that closed sessions may consider "the minutes" of meetings instead of "discussion of minutes" and adds language explicitly authorizing final approval of minutes in closed session.

Amends Section 2.06 to clarify that public bodies may batch-approve accumulated closed session minutes during semi-annual review meetings.
