Amends Illinois Vehicle Code to change motor vehicle crash reporting requirements by referencing only Section 11-407 instead of Sections 11-406 and 11-410, establishing when notice to police must be given for crashes involving injury, death, property damage over $1,500 ($500 for uninsured vehicles), school buses, or incidents near school buses.

Requires law enforcement officers to record detailed data on traffic stops and pedestrian detentions including driver/pedestrian race, search information, police dog sniffs, contraband seized, and officer identification; establishes deadline of February 1 (changed from March 1) for agencies to submit compiled data to Illinois Department of Transportation.

Creates the Traffic and Pedestrian Stop Data Use and Collection Task Force consisting of academics, law enforcement representatives, community organizations, and civil rights groups to study best practices for collecting and analyzing traffic stop data and report findings to the Governor and General Assembly by March 1, 2022 and every 3 years thereafter.

Amends the DUI Prevention and Education Commission Act to grant the Commission authority to create rules and guidelines for distributing funds, determine distribution methods (competitive grants or direct expenditures), provide fiscal year reports to the General Assembly on fund expenditures and program metrics, and obtain approval from the Department of Transportation for fund use.
