Changes the Equitable Restrooms Act to require (rather than permit) all multiple-occupancy restrooms to be designated as all-gender restrooms accessible to any person regardless of gender, effective January 1, 2027.

Mandates all-gender restrooms include inclusive signage without gender indicators, floor-to-ceiling stall dividers with locks and privacy covers, and prohibits urinals.

Requires additional features in converted or newly constructed all-gender restrooms, including accessibility compliance, covered trash receptacles in stalls, menstruation supply vending devices, and baby diaper changing stations.

Removes the prior requirement that gender-specific restrooms adjacent or in proximity to newly constructed all-gender restrooms must also be converted to all-gender facilities.

Applies requirements to all existing and future places of public accommodation and public buildings, and allows fixtures to count toward either female or male plumbing requirements but not both.
