SB3795 Summary: Plastic Pollution and Recycling Modernization Act

• Requires producers of packaging, printing/writing paper, and food serviceware to register with and fund producer responsibility organizations (PROs) that administer collection and recycling programs; exempts small producers.

• Establishes statewide plastic recycling goals of 25% by 2028, 50% by 2040, and 70% by 2050, with PROs required to update plans if goals are not met.

• Creates the Illinois Recycling System Advisory Council (19 members) to review producer responsibility programs, make recommendations on material collections, and provide guidance on system improvements.

• Requires PROs to establish graduated fee structures for producers based on environmental impact, fund local government recycling infrastructure expansion, provide contamination reduction programs, and develop educational campaigns using the uniform statewide collection list.

• Establishes permitting and certification requirements for commingled recycling processing facilities to ensure responsible end markets, worker standards, and environmental/social sustainability; creates Producer Responsibility Fund and Waste Prevention and Reuse Fund for program administration.
