Prohibits the General Assembly, state agencies, and units of local government from establishing universal basic income programs or similar programs through laws, rules, resolutions, or ordinances.

Defines "universal basic income" as a government program providing direct, recurring cash payments to Illinois residents for any purpose without qualification or restriction.

Preserves existing public aid and social welfare programs established before the Act's effective date that do not meet the universal basic income definition, including township general assistance programs.

Allows future public aid or social welfare programs that do not meet the universal basic income criteria or similar guaranteed income programs to be established.

Makes regulation of universal basic income an exclusive power and function of the State, denying home rule units the ability to regulate universal basic income.
