Creates the Office of Economic Equity and Empowerment within the Department of Commerce and Economic Opportunity.

Office shall provide targeted programs, resources, and outreach to assist minority-owned businesses, women-owned businesses, veteran-owned businesses, businesses owned by persons with disabilities, and other underserved communities.

Office may promote access to State and federal funding opportunities and assist eligible businesses in applying for and receiving loan funds.

Office may conduct workshops and public forums to encourage participation in the Business Enterprise for Minorities, Women, and Persons with Disabilities Act and similar certification programs.

Office may host workshops and outreach efforts to educate aspiring and existing underserved businesses on processes for State grant certification under the Grant Accountability and Transparency Act.
