Appropriates $142,562,400 to the Department of Public Health for HIV/AIDS education, drugs, services, counseling, testing, prevention, surveillance, and Ryan White CARE Act expenses, with at least 50% directed to minority population programs.

Appropriates $15,000,000 from the African-American HIV/AIDS Response Fund for grants and administrative expenses to reduce HIV/AIDS disparity among African-Americans.

Appropriates $5,500,000 for the Getting to Zero-Illinois plan to end the HIV epidemic by 2030.

Appropriates $2,000,000 for the PrEP4Illinois Program to provide client navigation and medication access for pre-exposure prophylaxis, including ancillary services for uninsured and underinsured individuals.

Appropriates $500,000 for sexually transmitted infection prevention, screening, and treatment services, and $2,500,000 for the Rapid Start for HIV treatment pilot program with an HIV Treatment Innovation Coordinator position.
