Appropriates $541,621,800 total to the Department of Employment Security for fiscal year beginning July 1, 2024, comprising $22,055,000 in General Funds, $5,000,000 in Other State Funds, and $514,566,800 in Federal Funds.

Appropriates $399,657,500 from the Title III Social Security and Employment Fund for operational expenses, awards, grants, and permanent improvements through June 30, 2025, including prior years' costs.

Allocates $35,400,000 for workforce development programs including $29,500,000 for Benefit Information System Redefinition, $3,700,000 for Employment Security Automation, $2,000,000 for Workforce Innovation and Opportunity Act Hub, and $200,000 for training program development.

Appropriates $27,734,300 for unemployment compensation benefits to former state employees, funded from the Road Fund ($5,000,000), Title III Social Security and Employment Fund ($1,734,300), and General Revenue Fund ($21,000,000).

Includes additional appropriations for Automatic Voter Registration implementation ($200,000), Homelessness Prevention pilot program ($700,000), diversity and equity initiatives ($155,000), and reappropriation of $75,000,000 for federal fund returns to FEMA.
