Appropriates $4,700,000 from General Revenue Fund and $616,063,400 from Other State Funds totaling $620,763,400 to the Governor's Office of Management and Budget for fiscal year beginning July 1, 2024.

Allocates $3,150,000 for operational expenses, $100,000 for Youth Budget Commission, $400,000 for Budgeting for Results Initiative, and $500,000 for financial audits and internal controls.

Appropriates $1,400,000 from Capital Development Fund and $650,000 from Build Illinois Bond Fund for bond sale and administration expenses.

Appropriates $609,900,000 from Build Illinois Bond Retirement and Interest Fund for payments to Trustee under the Master Indenture.

Requires Governor's written approval before entering contracts or incurring obligations for appropriations related to bond sales and administration.
