Appropriates $73,071,800 total for the Board of Higher Education and Illinois Mathematics and Science Academy for fiscal year ending June 30, 2025, comprising $25,641,800 in General Funds, $16,630,000 in Other State Funds, and $30,800,000 in Federal Funds.

Funds operational expenses for the Board of Higher Education including grants for STEM diversity initiatives ($1,433,600), Grow Your Own Teachers Program ($6,000,000), nursing school competitive grants ($1,500,000), and faculty diversification programs ($2,050,200).

Allocates $23,982,900 from the Education Assistance Fund and $5,865,000 from the IMSA Income Fund to the Illinois Mathematics and Science Academy for personal services, contractual services, travel, commodities, and equipment.

Provides funding for student support programs including basic needs insecurity assistance ($2,000,000), mental health initiatives ($1,000,000), sexual misconduct climate surveys ($200,000), and higher education accountability dashboard ($450,000).

Takes effect July 1, 2024 and includes reappropriation of $1,500,000 for IMSA's philanthropic office creation and $300,000 for the Historically Disadvantaged Male Initiative within the Grow Your Own Teachers Program.
