Amends the Illinois Procurement Code Section 20-60 to expand the types of State-owned communications infrastructure that third parties may lease to include dark fiber networks, conduit, and excess communication tower capacity.

Establishes a maximum lease term of 20 years for third-party leases of State-owned communications infrastructure, subject to the best interests of the State.

Defines "dark fiber network" as a network of fiber optic cables laid but currently unused by a third party that is leased for use as network infrastructure.

Allows the Department of Innovation and Technology to enter into dark fiber network leases up to 20 years for providing services to constitutional offices, State agencies, or anchor institutions as defined in the Illinois Century Network Act.

Requires dark fiber network lease contracts to comply with all other provisions of the Illinois Procurement Code, including publication of solicitations, use of standard State contracting terms, and vendor certification and financial disclosure requirements.
