Appropriates $13,172,900 from the General Revenue Fund to the Department of Early Childhood for operational expenses.

Appropriates $748,138,100 from the General Revenue Fund to the Illinois State Board of Education for Early Childhood Education.

Appropriates $195,891,900 to the Department of Human Services for Early Intervention and $27,926,300 for Maternal and Child Home Visiting Program, including Parents Too Soon and Healthy Families Program.

Appropriates $617,099,000 to the Department of Human Services for Child Care Services grants and administrative expenses, including prior year costs.

Appropriates $122,000,000 to the Department of Human Services for SMART Start Program, including $110,000,000 for Workforce Grant, $10,000,000 for Quality Contracts, and $2,000,000 for Early Childhood Apprentice Program.

Effective date is July 1, 2024.
