Creates the Local Government Biodiesel Supplemental Distributive Fund as a special fund in the State Treasury to make payments to municipalities and counties using qualifying biodiesel blends.

Provides municipalities and counties that certify to the Department of Transportation by May 31 of each fiscal year that they use biodiesel blends meeting Use Tax Act exemption requirements an additional 1% payment from their Local Government Distributive Fund allotment.

Requires Department of Transportation to transmit certifications and documentation to the State Comptroller, State Treasurer, and Department of Revenue, with Department of Revenue certifying payment amounts by July 31 for transfer from the General Revenue Fund to the Biodiesel Supplemental Distributive Fund.

Authorizes the Department of Transportation to adopt emergency rules to implement the biodiesel payment program, with the emergency rulemaking authority repealing one year after the effective date.

Takes effect July 1, 2024.
