Requires commercial wind and solar energy facility owners to notify all municipalities, townships within 1.5 miles of proposed facility, and boundary-line property owners within 30 days of submitting permit applications, with notice delivered in person, by overnight courier, or certified mail.

Establishes setback requirements for wind towers (1.1 to 2.1 times maximum blade tip height depending on structure type) and solar facilities (500 feet from occupied community buildings on nonparticipating properties; 50 feet from roads and nonparticipating property boundaries).

Restricts commercial wind and solar facilities to property zoned for agricultural use or brownfields sites; prohibits siting on property zoned exclusively for residential or estate use.

Exempts counties with population exceeding 500,000 from these requirements and grandfathers applications submitted before January 27, 2023.

Limits county permitting authority by preventing fees deemed unreasonable, restricting sound limitations to state pollution control standards, and requiring approval if applications comply with specified standards and ordinances.
