Amends the Illinois Pension Code sections governing the Police Officers' Pension Investment Fund (22B-117) and Firefighters' Investment Fund (22C-117) to allow committee meetings to be conducted by audio or video conference without physical quorum.

Board chairperson may authorize remote meetings only when determining that in-person meetings would pose health or safety risks and that remote meetings serve the best interest of the board and public, with public notice stating the reason.

Requires all participating board members to be verified and able to hear discussion; at least one board member, legal counsel, or administrative officer must be physically present at a meeting location.

Mandates 48 hours' notice (except in bona fide emergencies), roll call voting with recorded individual votes, and public access to remote meetings via telephone or web-based links with methods for public comment.

Requires verbatim audio or video recordings of all committee meetings to be made available to the public, and specifies that the board bears all compliance costs.
