• Establishes the Transportation Choices Act requiring the Department of Transportation and Metropolitan Planning Organizations (MPOs) to implement greenhouse gas (GHG) reduction targets for the transportation sector, with initial targets to reduce emissions by at least 50% below 2005 levels by 2030 and achieve net-zero emissions by 2050.

• Requires comprehensive GHG emissions analyses before approving transportation projects and mandates that projects costing $30 million or more receive a "climate equity accessibility score" measuring impacts on emissions, job access, and transportation affordability.

• Prohibits roadway capacity expansion projects that increase GHG emissions unless accompanied by sufficient mitigation measures, and prevents approval of planning documents that fail to meet GHG targets unless funding is reallocated to emissions-reducing alternatives.

• Establishes a social cost of carbon methodology to be used in project evaluation and funding decisions starting September 30, 2025, and requires enhanced public participation opportunities with special attention to low-income and disadvantaged communities.

• Creates a Greenhouse Gas in Transportation Working Group to advise the Department and MPOs, and requires triennial reports on statewide transportation GHG reduction progress and recommendations for legislative or regulatory changes needed to meet targets.
