Creates the Nurse Educator Scholarship Fund as a special fund in the State treasury, with $1,500,000 transferred annually from the General Revenue Fund beginning July 1, 2024, to provide scholarships to nurse educators.

Establishes eligibility requirements for nurse educator scholarships, including Illinois residency for one year, enrollment in an approved graduate nursing program, and agreement to meet nurse educator employment obligations.

Increases annual funding for nursing scholarships from the Nursing Dedicated and Professional Fund from $4,000,000 to $6,000,000 per fiscal year beginning in fiscal year 2024 for awards through the Illinois Student Assistance Commission.

Requires scholarship recipients to work as nurse educators within 12 months of graduation, with provisions for deferment for military service or additional graduate education, and establishes repayment obligations with 7% annual interest for unfulfilled service requirements.

Allows the Department of Public Health to consider financial need, student status as registered nurses, and merit when awarding scholarships when qualified applicants exceed available awards.
